Dehradun Uttarakhand Chief Minister Shri Harish Rawat inaugurated second phase of “Mukhya Mantri Swasthiya Bima Yojana” the ambitious scheme of State Government assuring every citizen of the State of complete financial assistance for medical treatment on Monday at CM House at New Cant Road.

 Addressing the event, Chief Minister of the State asserted that Mukhyamantri Swasthya Bima Yojana is right provided to all those citizens unable to get appropriate treatment on account of poverty by State Government. We want to support such brothers and sisters of the State.
 It may be pointed out here that all the APL and BPL families across the State will be benefited with cash less health insurance worth Rs 1 lakh 75 thousand along with providing treatment of 1206 general and 459 critical diseases under the scheme of the State Government. 151 governmental and private hospitals have been enlisted across the Uttarakhand to implement the said plan. State Government has increased treatment limit from Rs 50 thousand to 1 lakh 75 thousand in second phase of scheme. It is to be mentioned here that Mukhya Mantri Swasthiya Bima Yojana was started by State
11 lakh APL and BPL families Rashtiya Swasthya Bima Yojana
Government in April 2015 for all the APL and BPL families of State. Under the ambitious plan of State Government  provision was made to provide free of cost medical treatment to around 11 lakh APL and BPL families across the State which has been revised by Rs 1 lakh 75 thousand in second phase. State Government has decided to implement the scheme more effectively. All the card holders of Rashtiya Swasthya Bima Yojana will be covered under that Mukhya Mantri Swasthiya Bima Yojana therefore they will also get equal benefits of the Scheme. A special campaign will be conducted from 1-15 August for the registration of all those families that missed the opportunity to get enrolled for the scheme during first phase or their card has any error. Apart from this, process is going on to provide MSBY cards to RSBY beneficiaries. State Nodal Agency has nominated CMO ranked officials to be nodal officers to implement the scheme successfully in all districts. Arrangement has been made to prepare and distribute the card to beneficiary by ASHAs working at village level under the supervision of District Magistrate and CMO. A helpline has been launched to take up the enquiries regarding scheme so that technical problems, grievances or information received from the districts might be addressed at earliest. Private sector insurance company MS Bajaj Alliance General Insurance has been given contract through tender to implement the second phase of scheme.  Company has appointed TPAs in all the districts of the State who will assist the MSBY beneficiaries to get medical treatment in listed hospital during illness. Under the scheme beneficiary will not have to pay for treatment up to given limit as he/she will get cash less treatment. Uttarakhand State has better package for doctors comparing the other states still State is facing wanting of doctors like other states. Process is going on to recruit doctors through Public Service Commission and guest doctors through walk in interview. Surgical campaigns are being held at remotes areas of State by State Government. State Government is planning to organise a screening camp in every 25 days in all the blocks as these camps will have mobile vans equipped with all the testing facilities including various specialist doctors. In case of critical conditions patient will be admitted in big hospitals.
 Assuring every citizen of the State of complete financial assistance for medical treatment by State Government Chief Minister Shri Rawat apprised that State Government will also provide assistance for the medical treatment beyond mentioned limit as remaining expenditure will be covered under State Disease Plan and further aid will also be provided from Chief Minister Relief Fund. Chief Minister also instructed to appoint facilitator at enlisted hospitals and MSBY monitor in every district on the occasion.
  Mukhyamantri Swasthya Beema Yojana

Chief Minister Shri Rawat said that Mukhyamantri Swasthya Beema Yojana is beneficial for all including citizens, State Government and private hospitals. State Government is going to spend a big amount to implement the scheme this year so private hospitals should come forward to join the initiative of State Government in public interest. Private hospitals might expand their facilities in hilly regions of the State under the Scheme. In future, State Government might consider revising the present limit of Rs 1 lakh 75 thousand with increment.   Emphasising on the extensive mass awareness campaigning to make scheme highly successful Shri Rawat appreciated the role of ASHA workers in rural regions and expressed trust on them he further said that ASHA workers should accept it as a challenge. The Chief Minister informed that directions have been issued to ensure that minimum Rs 5000 per month must be provided to ASHAs in any circumstances. Thus, Uttarakhand will be first State across the nation to take such initiative.
