Chief Minister Trivendra Singh Rawat Delhi visit for Power Projects and many more for Dehradun and Haridwar
Uttarakhand Chief Minister Shri Trivendra Singh Rawat met the Union Minister of State for Power (Independent Charge) Shri R.K. Singh in New Delhi on Wednesday. During the detailed discussion Union Minister gave assurance of positive cooperation by Central Government on the 33 Hydro Power Projects, Lakhwar-Vyasi Project, Kisau Multipurpose Project, THDC matter, underground cabling in Dehradun and Haridwar and Hospitality University.
Chief Minister Shri Trivendra apprised the Union Minister that Ministry of Environment & Forest had notified the entire watershed of about 100 Km stretch of River Bhagirathi from Gomukh to Uttarkashi covering an area of 4179.59 Sq. Km as Eco-Sensitive Zone vide notification. He requested that Implementation of prior allocated 10 small hydro projects (up to 25 MW) of total capacity 82.5 MW might be allowed in BESZ, as allowed in other Eco Sensitive Zones such as western Ghat & Himachal Pradesh ESZ. Chief Minister said that central assistance of water component of Lakhwar Multipurpose Project, a National Project, proposal had been sent to Ministry of Water Resources for obtaining approval from Cabinet Committee on Economic Affairs. Tender process has been cancelled in view of the directives from Ministry of Water Resources, Rural Development and Ganga Rejuvenation. He requested for early approval from Cabinet Committee on Economic Affairs in this regard. Chief Minister added that Kishau Multipurpose Project declared as National Project, 90 percent financing of power component similar to water component was requested to GOI. Out of 70 projects, on Alaknanda & Bhagarathi Rivers, 33 Hydro Electric Projects (total capacity about 4060 MW, estimated investment cost Rs. 41000 Crore) are on hold as per the directive of NGRBA, Bhagirathi Eco Sensitive Zone Notification. CM requested for joint affidavit of Ministry of Power, Ministry of Water resource and Ministry of Environment and Forest to be submitted before the Hon’ble Supreme Court for early clearances of projects. Chief Minister Shri Trivendra told that approval of DPR is pending with Central Electricity Authority as environment flow is yet finalized by Ministry of Water Resources. Approval of Terms of reference (ToR) for conducting Environmental Studies of Bowala Nand Prayag Hydro Electric Project of 300 MW and Nand Prayag Langasu Hydro Electric Project of 100 MW in District Chamoli is pending from Ministry of Environment & Forest. Chief Minister also stressed on mutual consent basis solution for the matter concerning with claims of 25 percent sharing of Uttarakhand in THDC. He said that financial approval of underground Cabling proposal, submitted for the Dehradun, Haridwar and Nainital towns amounting to Rs 1883.16 crores with special request for underground cabling of Kumbh area, Haridwar. Approval of Roof-top solar DPR for Government Offices in Dehradun and Haridwar district amounting to Rs 17.99 Cr over and above sanction cost of Rs 190.68 Cr under Integrated Power Development Scheme is pending before the Ministry of Power. Approval of ERP DPR amounting to Rs 25.60 Cr under IPDS also has been put before the Ministry of Power. Chief Minister Shri Trivendra and Union Minister of State for Power Shri Singh also discussed the sanction of new EAP proposals for Small Hydro, Transmission and Distribution Sector and funding for Hospitality University from central public sector undertaking’s (CPSU) under corporate social responsibility scheme.
